You’re mixing up two things. The Iran Nuclear Agreement Review Act (INARA, 2015) requires the president to certify or decertify Iran’s compliance with the nuclear deal. Trump certified it twice, but announced yesterday that he will decertify this time.

Because of that decertification, the question goes to Congress, which, as you note, will decide whether or not to reimpose sanctions.
