You misunderstand. The indictments themselves are the facts. They exist. People who previously were not indicted are now indicted.

Doesn’t necessarily mean every allegation in the indictments is accurate. Though clearly some charges had enough evidence behind them to secure convictions in court (Manafort). And the evidence behind others likely played a role in convincing Gates, Flynn, and Cohen it’d be smarter to plead guilty and cooperate than face trial.
