That’s a good point.

One uncertainty: how much of this is due to the paucity of primary care physicians and specialists that take Medicaid or bare-bones private insurance? Surely more than zero but less than all. Beyond that, I’m not sure.

Regardless, I think “ERs are usually on a bus line” is an important point. At some level, access to healthcare is an infrastructure/urban planning issue.
