Intelligence.

Broadly speaking, intelligence agencies aim to acquire information about the world, including foreign countries’ secrets, and use that information to advance national interests. Propaganda and hacking are among the things they do.

In that regard, Wikileaks resembles an intelligence agency. However, as a non-state actor, it advances its own more narrow interests, rather than the wider interests of a state.
