“I think they would need to use both tactics simultaneously to gain any positive outcomes.”

That’s an important point. Campaigns are huge and those tactics aren’t mutually exclusive.

But they also need a strategic focus, and I think Democrats have focused too much on trying to win over voters that are opposed to them at a cultural/personal identity level. It’s unsurprising they haven’t been able to win many of those voters over.
