Liberal in the classic sense that a core part of what we now call democracy is individual freedom — life, liberty, property, free speech, free press, free religion, free enterprise, etc.

No modern democracy fully lives up to that (if you want to read more, Arc did a series on illiberal trends in liberal societies), but it’s an essential part of their identity, and they do much better in that regard than authoritarian countries.
