Blatantly illegal orders, yes. But that’s uncommon and often difficult to discern. And refusing direct orders risks court marshal or dishonorable discharge. Those reasons are why it’s so rare.

But in this case, I’m not referring to orders as much as a culture of saying yes when the CiC asks. Besides, requests such as “would you be my National Security Advisor?” and “go make a public statement” are not illegal.
