Because it isn’t a big deal if a building doesn’t get built. The no-building status quo will stay that way, unchanging, until the construction is ready.

The climate, by contrast, isn’t static. Both action and inaction come with risks. And there’s a lot of evidence indicating the risks of inaction regarding carbon emissions are high.
